Running At Large: No person shall allow or permit any dog or cat to run at large upon any street, sidewalk, alley, parkway or other public place or on private property other than owner's or keeper's private property within the limits of the village at any time. Any dog or cat found upon any public street, sidewalk, alley, parkway or any unenclosed place shall be deemed running at large and shall constitute prima facie evidence of the owner's or keeper's consent thereto unless the dog or cat is firmly held on a leash which shall not exceed eight feet (8') in length.Animal Control
